This is Kobe Luminarie, an annual light festival which was originally started in 1995, when the huge earthquake hit Kobe and its neighborhood areas.

The lights are for the dead souls and the people who have lost their loved ones in the earthquake.

It was so beautiful walking through the flood of lights.
